A Two-Phased Approach To Model Validation For The Susceptibility Model Assessment and Range (SMART) Project (1994) By Gregory Born

The military uses models to simulate how well a weapon system or sensor will perform. For such simulations to produce useful information, their results must correspond closely to those of the system's actual performance. Determining whether a model does so is called validation. This report describes a two-phased approach to model validation. Phase I validates component model elements using scientific and technical intelligence data. Phase II validates the integrated model using operational flight data. The latter is a four-step procedure that involves identifying critical analytical issues (e.g., target detection and tracking), defining measures of effectiveness, designing and conducting specific tests to resolve the analytic issues, and analyzing and documenting the results.
