One of the oddest periods in the social history of Britain was that of the Phoney War, in 1939-40, when the nation did not know whether it was at war or peace. Here is a none-too-reverent account of how the Fome Front tried to adjust itself to the uncertanties of those days. What should a woman do if the siren goes when her head is coupled to an electric hair-curler? Ought the police to fire through jewellers' windows at un-extinguished light bulbs?
